I had the same question when I installed my bags under the seat. I really didn't want to chance burning up the regulator because it cost so much so I just cut the yoak of the bags around the regulator. My bags are the type that tie together in the middle so it was easy to move the points where they tie by punching new holes and running the strings through them.
If I were you I don't think I would chance it, those bags don't cost enough to trash a regulator.
